Minimally processed public sector datasets should be made freely available or priced at marginal cost of release.
Where data has been transformed, the transformed dataset may be priced above the marginal cost of release. Data custodians should experiment with low prices initially to gauge the price sensitivity of demand, with a view to sustaining lower prices if demand proves to be reasonably price sensitive.
The Government agrees in principle with this recommendation.
Guidance on the pricing of both minimally processed and transformed public sector datasets will be published by the Department of Finance in consultation with interim National Data Commissioner. The Government does not agree that Australian Government data custodians should experiment with low prices to gauge the price sensitivity of demand, rather agencies should only charge for data in a manner consistent with the Australian Government Charging Framework.
